As the chief marketing communication officer in your organization, we challenge you to take an important and not-as-difficult-as-it-seems step in your day-to-day management of communications and sales support activities. It's time to find out what is your brand identity.

First of all, if your company is like most B-to-Bs, you probably pay homage to the logo that you see everyday when you walk through the lobby to your vast and plush office. Or smile at the clever (even brilliant) well-designed literature that you worked so hard to produce, and that is receiving praise across the organization...and even with clients and prospects. You have, perhaps unknowingly, developed a strong perception of what that company mark stands for. And, that's not all bad.

Discover Your B-to-B Brand Identity

But, whether you have or haven't is not the issue, really. What is most important is that you can separate your own perceptions with true client/prospect perceptions of your brand identity.

How to get to the bottom of the brand

Here are some things we know about brand identity:

1. Brand identity is not just the reaction one has, conscious or not, when they see or hear about your company.

2. Brand identity includes perceptions clients/prospects hold based on their interaction with every part of your company and each individual, as well.

3. Brand identity can develop from rumor, or third-party influence.

4. Brand identity can be altered, for good or bad.

5. Brand identity lives and breathes.

6. Brand identity can be measured.

Stop! Let's pause...we could go on forever. Let's focus on #6 in our list:

Brand identity can be measured. Whether you have a sizeable budget for marketing research or not, you should, if you haven't already, undergone a simple process of analyzing what is your identity? And in what condition is your brand? Of course, this will require that you survey key internal individuals (be sure to include sales representatives and key C-level officers), clients, prospects and even partners and vendors. Anonymity will be required, but make sure you can identify which survey group results are obtained from - this will be critical in your analysis.

Size of sample

If you have the budget, survey at least 20-30 from employees, clients, prospects, and vendors/partners. If not, get at least 10 from each group.

Survey Format

Ask open-ended questions that get respondents to describe what their experience is with your company: what your company stands for, strengths and weaknesses, of most value, of least value, and how they would define your company's products/services. Finally, ask them if they do business with your company. Also, ask why they do or don't.

Gap Analysis

What you'll likely determine from this qualitative research is that there is a gap between what the internal responses portray about your company or brand in comparison to what the prospects and clients perceive. You may find, for example, that your sales force perceives the brand as high value, while prospect responses were riddled with "too expensive" or "unresponsive."

What's Next?

Once you have identified trends or commonality in specific group responses, identify areas of action. These will include two approaches: A) Leverage areas of strength, and B) Address areas of weakness that detract from the company's vision for the brand.

By completing this simple analysis, your marketing communication planning is greatly empowered to address brand identity issues and make supportable and positive steps toward building and maintaining your brand in the marketplace. Elements of the Cost of Quality

The external failure cost is an element of the cost of quality. The external failure cost is often associated with the defects or problems that are found once the product or service has reached the customer. External failure costs include issues with customer service, product returns, warranty claims, customer complaints, and even product recalls. The amount of money your company spends on these issues is identified as external failure cost.

Internal failure cost is another element of the cost of quality and associated with problems internally within the company. Internal failure cost is recognized prior to the service or product reaching the customer. This category includes reworking a job, scrap, re-testing, material reviews, re-inspecting, and even material downgrades. If an employee makes a mistake and has to start over, the failure cost would be the additional labor required because he or she had to start the project over. This expense would go toward the cost of quality.

Everything Does Not Happen For a Reason - Biotechnology Creates Changes

I have a strong faith. And very few things shake it. One thing I do remember shaking it and shaking it hard was waking up the morning of April 16, 2007, and turning on the television only to see a "special news report". There was some kind of shooting (in progress) happening at W. Va. Tech but details were "still sketchy". As always, I tried to think the best, and perhaps this was some kind of hostage situation, and everyone would be fine. It was not to be. It turned out, of course, to be the deadliest shooting rampage by a single gunman in U.S. history, on or off a school campus. In a flash, the foundation of my faith had been shaken. I try not to question God. For so long I held onto that tired-old philosophy (that now I often feel is cliché' outdated at best) that is, "Everything happens for a reason". I found no reason for this. I found it senseless, and, if I held on to that notion "everything happens for a reason", to me, it is the lazy person's excuse.

I sat at my home office desk for the next few days unable to focus or concentrate. I felt similarly to how I felt after 9/11, and, which oddly enough, my first memory of such "questioning the universe" was in my teens, watching the body bags coming home from Viet Nam, and, upon entering college, actually losing friends in that war. It was, like, even today, watching the news and hearing of body bags of young people in Iraq, I have decided to stop the silly notion of using the term, or at least using it as rarely as possible "everything happens for a reason". It too easily makes me a nonparticipant in the world in which I live. It give me an excuse not to write about, talk about it, try an open-ended democratic discussion about it, and praying the right words fall into the hands of the right person, who can put a stop to this "reasoning". I still feel, at age fifty four, that as long as I am alive and kicking, in a free country such as this, it is unreasonable not to speak out, work, think, and try to find ways to make the world a better place for everyone. All life is valuable to me, and I value the ingenious democracy of America more than anyone will ever know, in which someone is able to question, to challenge, that notion of "everything happening for a reason".

A few nights after the tragic West Virginia event, I had a dream. I tend to keep a pen and pad by my bed, as, being in cartooning and e-commerce, I feel that a lot of my best ideas come to me in my sleep, when my consciousness is as open and free as it will ever be.

Suddenly in the dream, I was instructed to invent a product that had never been invented (or much less even dreamed about). It would be a life saving product. It would require high tech, knowledge of biotechnology, physics, etc., all of which I had no training (my training was in Internet Technology) which would be rather useless in this product, except for the marketing of it.

It was an odd dream. I was in a science lab, with some other scientists, and we were watching a large screen tv. The funny tv commercial of "Life Alert", the woman "Help, I've fallen and I can't get up". One of the scientists instructed me that this usually does not happen. When serious emergencies happen, more often than not, the victim is either unconscious or too disoriented to push a button and cry for help. What was needed was a fully-automated computerized bracelet, that would constantly monitor vital signs (even oxygen proximity), store medical records, and actually "dial and text message" the nearest 911 or emergency center with a full explanation of person's name, medical history, location, etc.

In the dream, I was given a "crash course" in biotechnology and designed the device. I even named it "Insert Alert" in my dream, even though it is not actually inserted into the body, it is noninvasive and has sensors which can "read" one's insides.

It even monitors blood pressure, which brings me back to the dream. Had only one child (as if that were not enough) been shot in West Virginia, 911 would have been immediately alerted, hence the possibility of others being shot could have been diverted. Even if the one shot had not been wearing the device, it would have raised the one wearing its blood pressure and heart rate fast enough to wear the device would auto-dial 911 with the location of the emergency. If you remember, there was a lot of confusion and it took police too long to get there, hence giving the killer time to do his deed.

I woke up and took notes. Oddly enough, I found myself illustrating the device. I downloaded the patent paperwork from the US Patent office and received my provisionary patent. I put up a website and began raising funds to have it built. That is not an easy thing, only about .001% at most seed inventions get any money at all from investors. An investor contacted me, not vice versa. He put up enough for me to contract with an engineering firm to start development on the device. Two powerpoint presentations were made.

At the time, "Bluetooth" was the best satellite communications protocol for such devices, but today, there are more advanced ways to communicate with satellites. So I did some major amending on the design, but left the old way up, just in case someone decided to copy it. Good for them. They would have sunk tens of thousands in a device that would have barely worked. I never said all dreams were fully instructional. I was lucky to have a good friend who has several PhD s, one if physics and one in electrical engineering, a senior engineer at IBM. We have been close long enough to know, I could confide in him. I was still careful. I told him that I would tell him of my new invention, if he would give me a quote for my website. That would be enough protection for me, I felt, if he accidentally told a fellow associate at IBM. I knew he would never steal the idea. He gave me a glowing report, and it remains on the front page of my website.

For several months, I had to pull back on the project, since technology changed so much, and I knew I was going to have to hark on 2-3 years of development even after raising the monies to build the prototype, then license it out to a larger corporation for mass production and distribution.

Still struggling with some minor health problems (which are fixable), I will be starting back that process of finding investors, licensees, etc. to make the project work.

It will work in downtown New York or atop the Himalayas, I know this from my experience from working in the largest independent satellite news feed production house in Washington in the late 1980's and from talking to my friend at IBM.

Hopefully, the right investor(s) will come. I do know where to look and make presentations if they do not.

If you read Dr. Beiller's comment, he generously called my work "ingenious". It may or may not be, but I don't consider myself a genius as much as I do "a relentless street hustler with a late-in-life education". To me, everyone has some form of genius in them, and it is up to them to figure out what it is and then use it, so, that the next thing "something happens for a reason", they too can say (if it is a tragedy), "but it is not going to happen again if I can help it!" You may not be a writer, a cartoonist, an inventor, or the things that I prefer to do to expose my "genius", but trust me you have it. (I was considered a "slow learner", and proven to be right. But that was academia, this is life.)

The article may sound a bit like "bragging rights", it is not. It is to drive home my point, and perhaps change the cliché' "Yes, everything happens for a reason, but if happens, and we don't want it to happen again, let's fix it and say that happened for a reason too".

Keeping Employees Engaged to Get to Where You Want to Go

During tough times, it becomes increasingly difficult to keep yourself and others focused. Our brain's reaction to fear kicks in and we pursue a variety of options just in case.  Despite our brian's insistence that we look at multiple opportunities and constantly explore new things, tough times are not the time to diffuse your energies. Focus, focus, focus!

Get clear on what excellence looks like for the next six months.  Define it so all employees can relate to it and can make the right decisions moment to moment.  Once you have gotten yourself focused on the right things including prioritizing where you should spend your time and other resource, there are some simple do's and don'ts for keeping employees engaged and aligned. To start, at the company or team level, make sure you have reconsidered the culture necessary to achieve excellence based on the changes around you. Culture helps people know what to do and how to act. Remember that actions speak much louder than words, so it is the apparent behaviors that get translated into beliefs and drive behavior throughout the organization. An aligned and positive culture can contribute significantly to an organization's success and even more so in tough times. The behaviors of everyone can contribute to getting you to your destination points or they can slow you down at the worst possible time. An unaligned (usually unintentionally developed) culture gets in the way. 
 
Cultures poorly aligned to the elements of your strategic framework (why do we exist, how will we behave, what is our value to key stakeholders, where are we going, where are we today, where will we focus our energies) can be damaging and distracting. For instance, when a company needs all employees to become obsessive about customers due to tighter markets, increased competition or ever higher customer expectations, the culture has to support the employee behaviors necessary to achieve this obsession. This includes building policies and practices that allow employees to make decisions and take risks about satisfying customer requests immediately. For example, if a customer service agent is only allowed to operate 'by the book' in addressing customer requests, she risks losing a customer when they have a unique need and it requires three levels of approvals to have that need met. 
 
Leaving culture changes to chance is like abandoning one half of your strategic planning framework. It is like pretending that those darn employees and the way they get things done do not really matter to achieving success. There are five core practices and beliefs driving high performance cultures today:
1.    Clearly define what winning looks like
2.    Measure what matters and what employees can relate to
3.    Develop an ownership mentality and enable educated risk taking
4.    Keep an eye on the external environment
5.    Set up people to succeed and nurture trust
 
Especially in tough times,
Do
Reiterate where the company is going and why as well as the core strategies to get there
Provide persuasive reasons why the company/team can win - what are the strengths that will prevail
Paint a compelling vision of the future (with as much visual detail as you can create) - describe what winning now looks like
Deliver ongoing feedback - communicate even more with direct reports about how they are doing and continue to reward (in low or no cost ways) and realign behaviors.  When you don't communicate enough, employees make up much worse than the truth especially in tough times
Structure ongoing communications to all employees through a variety of channels to keep the goals/destination top of mind
 
Don't
Assume employees understand why or how your organization can succeed when they see a lot of 'news' about failing companies all around them
Make promises you can't keep (i.e. there will be no layoffs)
Ignore the confusion or frustration that initiatives or projects have been scaled back - talk about the why and the new how it will get done
Assume a one-time, feel good meeting can fix things or that employees won't see thru it if there is no new strategy behind the changes.  (Wasting time in a cheerleading session creates even more employee frustration if the content is not very focused on their situation and if it does not provide real 'meat' specifically about why the company can now win).
 
Cultures are difficult to change and it takes a concerted, visible and powerful energy to shift them. One of the real benefits to completing your strategic framework and communicating it constantly is that it will drive a culture that fully supports getting you to where you want to go. When things are clear and simple to employees, they develop a sense of direction and focus and can move quickly.
 
Everyone wants to be a winner and do their best each day. Your job as a leader or manager is to set yourself and others up to be successful. Leadership and management behaviors (not words) are the single greatest influence on an organization's culture. Don't leave success to chance!

(Re)Designing Organizations

When it comes to (re)designing an organization - whether a biotech in growth mode, a mature division in need of regeneration, an amalgamation of groups after a merger or acquisition, a new structure for a research group or any other internal reorganization - you are confronted with a plethora of options, each with its own liabilities. The business literature offers many 'models', often attractive ones. But how do you know what is best for you?

One tends to go for safe territory. If in your previous company you saw or were part of a merger or a particular reorganization that worked, you may be tempted to reproduce it. This is a dangerous path because what worked was contingent to that particular company, time and circumstances and may not be good for extrapolating here and now. Your management intuition may, by and large, be the best guide, but you may want to use more than that in your thinking and implementation.

Biotech Rumor

There was a time when business schools taught that 'strategy' came first and 'structure' followed. In other words, make sure you know what you want to do and what the purpose is and then figure out how to be organized, not the other way around. It's difficult to challenge this logic. However, the world today is more complex than traditional business school linear thinking. The above is true but if you consider 'structure' a simple by-product, you are bound to commoditize it because strategies and purposes, at least at a high level, are not necessarily very different. That's why pharmaceutical companies tend to be organized in a rather similar way and stuck in organizational architectures (structures and operating models) that have not changed for the past 40 years or so.

(Re)Designing Organizations

Architecture is a strategy

For some of us, architecture is strategy. The way of being organized and doing things is itself a competitive advantage and a source of strategy generation. For us, strategy and organizational architecture meet in a circle, not in a straight line.

Pharma R&D organizations in particular face major challenges in terms of maximizing the potential of their structures and systems to deliver high productivity. Pharma R&D leaders should be less pre-occupied with copying what others have done, or trying off-the-shelf ideas, and more focused on reinventing their own R&D in a way that is specifically tailored to their needs. That may entail borrowing ideas from others, even borrowing heavily, but never a total replication. The problem is that few people believe organizational aspects are a real priority. A while ago, a senior leader of a top ten pharma company showed an audience of pharma professionals a dozen or so organizational models and said, "We have been looking at those models for a while but decided not to waste our time." Judging by the performance of that company, it was obvious he was right: top management had been admiring the models for a while and had done nothing about it.

The reality is that pharma has not even scratched the surface of possibilities for novel structures and architectures. One of the problems may lie in a strong inward-looking tendency. Under the umbrella-label of regulated business, we find an excuse for uniqueness which is misleading. This tunnel vision has prevented us from looking, or indeed accepting that it may be worth looking, outside the industry for organizational inspiration. The competition mantra with its sister, the benchmarking mantra, has taught us that if you are GlaxoSmithKline you look at Pfizer or Novartis. If you are Novartis, you look at GlaxoSmithKline, etc. In other words, you look around, as opposed to outside. The result is incestuous, more-of-the-same thinking. One of the problems my company encounters with its 'small' clients is that, consciously or unconsciously, they want to replicate the 'big' ones. Size is in the mind. A medium-sized company is not a smaller version of a big one, just as biotech is not a smaller version of a medium-sized pharma. Size is just one factor of importance depending on your ultimate goals.

New Product Incubators

Novel, out-of-the-box organizational architectures may be more able to deliver in the tough times we live in. The idea of New Product Incubators is a way of rethinking the whole area of pipeline filling, particularly exploratory development.

This is how it works. Many research-driven companies have no problem declaring that they expect their own pipeline to be responsible for a proportion of the compounds going through development. The percentage varies between companies and, once acknowledged, it's usually left to 'business development' to come up with the rest of the goods.

Because in-licensing has been seen traditionally as a commercial activity, R&D staff are called to the party only at due diligence time, often as an extra burden on top of everything else and not infrequently as a favor. This leads to a progressive detachment of key scientific brains from scanning the market and making preliminary assessments. This is premise one. Once the pipeline starts to be fed from outside, what you need is a sort of 'rapid reaction force' that is able to do fast due diligence (scientific and technical), fast minimal exploratory work on the compound or molecule, and to make fast decisions to answer the fundamental question: do we go with this? The bulk of the work is usually to do with 'proof of concept'. But in many cases this is undertaken by the same discovery or development machinery that is used when a compound is already in full development. In other words, complex, lengthy and unnecessarily 'safe' ways to assess the viability of a molecule. This is crazy. What you need at that stage is the ability to make fast decisions with less than perfect data, a concept pretty alien to the standard researcher.

A New Product Incubator (NPI) is a small entrepreneurial structure that sits neither in research nor in full development, that borrows what it needs from traditional 'exploratory development' and incorporates or hosts business development, in-licensing and any due diligence activity. It's an all-in-one engine of fast assessment that is neither R&D nor commercial, but both. It should attract your best scientific brains and your best commercial ones. It does not have to be a host for someone's entire professional life - people may apply to belong to this structure for a predefined period. The New Product Incubator is also the best place to learn about the cross-fertilization of science/technology and business, as well as a School of Partnership Management. But the NPI must be governed by rules that are different from the rest of R&D or commercial; it borrows as much as possible from the concept of business or technology incubators and therefore needs the 'protection' and the resources to be able to function as an entrepreneurial cell within the larger company. This is just a small illustration of a new architecture; I am not suggesting for a second that such a model will be appropriate for all companies.

Organizational issues are often dismissed as secondary. The few regional or global pharmaceutical for a (conferences, congresses, etc.) hardly focus on organizational architecture. Air time is taken by sexy science and technology, M&A pros and cons, semi-generic rhetoric about innovation plus an endless repetition of the challenges the industry is facing. But professionals (scientists, marketers, sales people, factory managers, etc.) work and spend most of their life in specific 'houses'. How that house (company, organization, division) acts as a host for innovation, knowledge-flow or fast decision-making, for example, matters a lot.

What is the best size?

Small is beautiful... and lonely. Big is powerful, and impersonal. What's the best size? For many companies this is an academic question because they are stuck with a small, start-up structure. Assuming you can do something about your size, the temptation is to produce a beautiful solution that does not address the right question. It has become fashionable to break up anything that is big (for example an R&D structure) in the hope that agility will follow. But without doing anything about the internal barriers for communication or innovation, old behaviors controlling day-to-day life or an intrinsically lousy decision-making process, any break-up into business units, for example, will not solve anything. Worse, it could raise false expectations because of publicizing to the world that now the company will be 'freer and more independent, therefore more productive.' It's rain-making blessed by stock analysts.

Before presenting one of several ways to (re)design architectures, let me comment briefly on the two all-purpose, universal 'answers' we have come to believe will solve most of our problems: the 'matrix' and 'the teams'. Both have different meanings depending on companies. Matrix is associated with the idea that you need a crossroads between different constituencies and that if you belong to A, for example, you need to work with other people who belong to B, C and D. The matrix was created as a way to meet in neutral territory and to work outside the boundaries of your own division or group. But matrix needs rules of the game and a clear definition of accountabilities and these are not always explicit. The matrix does not solve problems unless the individuals decide to do so. Matrix is often a word for all seasons. The problems with teams are a mirror of the above. Teamocracy has been established as the preferred way of working but we don't know much about the liabilities until we hit them. Be wary therefore of people suggesting teams and/or matrix as universal solutions and spend time defining what they mean by these terms.

(Re)designing processes.

Is there a way to (re)design an organization following a rational process? There are many. My company follows a process based upon the principles of behavioural decision-making and multi-attribute decision analysis. If this sounds grandiose, it's only that, the sound. In practical terms, we ask the client to split into two separate groups for twin-track thinking. We ask one group to think and provide a list of the 'criteria' they would use to assess the merits of any potential organizational design. It's a way to find out what it is you care about. Or where you would put your money. A second group is in charge of producing several potential organizational models, all of them legitimate and each with their own pros and cons. Eventually, after days or weeks of preparation, depending on the complexity, both groups meet, usually over a three-day conference and we try to put together both sets of data. A computer model helps us weight the pros and cons in a way the human brain is not capable of.

The criteria finally chosen for a particular case are weighted against all the potential organizational models and among themselves. The weighting is client-specific. While client A may put a lot of emphasis on innovation, client B may weigh scale-up capabilities more heavily. The real work starts once the maps of preferences are produced. The computer (or consultant) does not make decisions; management does, based on a unique set of maps from its own input. The decision-analysis tool only helps to put some meaning to what is a complex combination of criteria and models.
The client and ourselves examine a significant number of combinations from which a pattern of preferences will emerge. The beauty of the computer model is that one can see different outcomes should the original weightings be changed to accommodate differences in opinion among the client team.

To conclude:

  • Yes, reinvent the wheel. That's a good start. Ignore off-the-shelf solutions or carbon copies of other companies and invest in reinventing one for yourself.
  • Most organizational structures are good for some things and less good for others. What you care about should drive your choice.
  • There is no correlation between a particular organizational architecture and success. If there was, all companies would look even more the same. You need to find out what's good for you even if that is different from the average company.
  • It all depends on what you mean by success. A lean and mean, downsized, clean and small organization as the result of the latest pseudo-reengineering may produce short-term deliverables (and therefore success) at the cost of losing talent and becoming an unattractive place to work in the medium term.
  • Use a rigorous process. This is not a case for simple brainstorming or back-of-envelope ideas. Define your criteria for deciding, explore different models and apply tests.
  • Involve your key people in the process; invest time in organizational thinking.
  • Look outside the industry; there is a lot to learn.

For good leaders, there is nothing like 'a place' as a legacy. A 'place to be' lives beyond short-term product success or financial success. (Re)designing your organization may be the best piece of success-crafting you can embark upon. This is not reorganization for the sake of reorganization. It's the (re)building and refurbishment of the house that hosts innovation and talent. If you think of yourself as a leader, think also as an architect.

I am sure that in this day and age you have heard the term biotechnology many times in your life. It is a relatively new concept that is rapidly evolving into a science. Defining biotechnology itself is a difficult task however it involves living creatures and their functions. Biotechnology is the art of manipulating living organisms to gain knowledge, invent medicines and create new species and hybrids. Medical biotechnology is a constantly growing field and we are always finding new uses and disease to cure with biotech. As it seems, biotech is a very controversial field of science and it is heavily debated all throughout the world.

The most famous use for this new field is through producing medicine. The path from plant to pill is amazing and there are so many things that go into this production. The first thing is to identify that a plant actually has a healing quality. Most of these have been circulating with us for generations but recently scientists have been experimenting on different plants. When the plant is identified, you have to crush it and test different bacteria against it. If it is successful in killing the bacteria then you know you need to isolate the compound. This process takes a long time since biotech companies have to try these products and make sure they are completely safe.

The next use for medical biotechnology is genetic testing. Though it seems relatively useless, genetic testing is an extremely useful scientific process. Genetic testing involves gel electrophoresis which is a fancy way of testing the different strands of DNA in peoples cells. Different strands travel different lengths and so when you run it through a gel with electricity you can compare the DNA to see if it matches. It is actually an amazing process and it can help you determine the father of children and also the criminal in many cases. We can also learn a lot of things from this type of testing and it will help us understand how we work.

Gene therapy is another amazing aspect of medical biotechnology. Gene therapy is very complicated but when simplified it is understandable that it is so amazing. Through medical biotechnology we have discovered that bacteria spread virus via injecting their genes into other animals cells. This way we can inject bacteria into peoples system it does not harm them but actually help them. Although we are still far away we are making amazing progress and being able to reach this goal will change science forever.

The most known and debated form of medical biotechnology is cloning. Now, we can actually take DNA from animals and grow it into another duplicate organism. Cloning would mean that you could have an exact replica of something, down to every atom in the body. It really is amazing but also scary. This is why it is so debated. Are we really supposed to go this far into science?

Iran is Funding Cloning

Is it true that Iran is working on the cloning of humans, yet at the same time attempting to have us believe that they are following the true doctrines of Islam? Is this indeed rather hypocritical. Is this rumor true is Iran really working on Human Cloning?

We know they are very high tech and working on high-speed underwater torpedoes, which can travel underwater at 400-mph and they claim to have buzzed the USS Ronald Reagan with a Stealthy UAV. They also have shot off and tested a new stealth missile. Additionally they are as we know enriching Uranium from Chinese Stock and perhaps have considered building an atomic bomb or nuclear warhead to put on top of the ICBM 39-foot missiles that they have bought from China.

You see at first I did not believe the secret intelligence rumor about the cloning of humans in Iran. But when you consider the interesting in their buying of Russian Anti-Aircraft war toys, Chinese missiles and developing high tech weapons of war the rumor actually sound just about right, as such an attempt at advancement would in fact be right up their alley.

What Happened to the Mohave County Downwinders?

I always get a bit frustrated when I hear that the reason Mohave County was excluded from the Radiation Exposure Compensation Program was because of a "spelling error". My response to that is always the same: Hogwash!! And I heard it again, just this past Monday evening, when Mike Watkiss from Channel 3 in Phoenix reported that the reason hundreds, if not thousands, of Mohave County residents were excluded from being compensated by the government was because the drafter of the 2000 Amendments mistakenly confused Mohave County (in Arizona) with Mojave County (in California), and decided not to include any part of the county for compensation. However, a quick look at the amendments that were made to the RECA in 2000 and 2002 totally discounts this theory.

The Radiation Exposure Compensation Act was passed into law in 1990. The original version of the Act did not include any county in Arizona. On July 10, 2000, the RECA Amendments of 2000 expanded the geographical areas covered under the program to include an additional five counties in Arizona: Yavapai, Coconino, Apache, Gila and Navajo.

Biotech Rumor

Then, on November 2, 2002, President Bush signed the Justice Department's FY2002 Authorization bill, which included several revisions to the program. One of the revisions re-inserted a portion of Mohave County, Arizona (located north of the Grand Canyon) that was inadvertently eliminated when RECA was amended in 2000. Re-inserted a portion of Mohave County? Yes, you read that correctly. There was a mistake made in 2000 when the amendments went into effect, but it was not a spelling error. Rather, a "portion" of Mohave County was completely eliminated from the amendments, and that "portion" was the northern-most part of Mohave County, commonly referred to as the Arizona Strip. The rest of Mohave County was not included, nor was it ever supposed to be included in the 2000 amendments.

What Happened to the Mohave County Downwinders?

And to put to rest another rumor that has been circulating in Mohave County, Dianne Spellberg, an attorney who works with the Department of Justice, never confirmed in a letter to the Mayor of Kingman that the mistake was a "spelling error" as some have indicated recently. There has never been an admission by anyone at the Department of Justice that the mistake was anything other than what it was - the Arizona Strip wasn't included when it should have been.

So why wasn't the rest of the county added to the program in either 2000 or 2002? If a finger needs to be pointed at anyone, I would point to the elected representatives serving Arizona at the time. Senator Orrin Hatch from Utah originally introduced the bill in 1999. Senate Bill 1515 (S.1515) had six co-sponsors with Senator Hatch, including Senators Tom Daschle and Tim Johnson, both from South Dakota, Senators Jeff Bingaman and Pete Domineci, both from New Mexico, Senator Paul Wellstone from Minnesota and Senator Ben Nighthorse Campbell from Colorado. The original text of S.1515 is still available online and nowhere within that text is any mention of any portion of Mohave County, north or south.

What is missing? Well, it does not take a rocket scientist - or a nuclear physicist - to figure out that if no one from Arizona is advocating for a change to the program, then there isn't going to be change. While it is admirable that Congressman Franks from Arizona has finally decided to introduce a bill to the House (after years of pressure put on him by the Mohave County Downwinders), if the bill gets buried in the Judiciary Committee, then the rest of Mohave County will continue to be left out in the cold.

Step 1: Research

Choosing an agency partner is important and not to be rushed. Look closely at the content of each site. Also look closely at its design and ease of navigation. Designing your website may be one of the areas where you need agency help; if their own site is lacking, beware.

Step 2: Consider core capabilities

What are your needs? Strategic and tactical planning? Creative branding? Web programming? Development of broadcast and print promotions? Social media management? Here, too, a word of caution is in order. Most agencies will say that they are "full-service." But are they truly? Do they have strategic and tactical planning expertise based on knowledge of diverse sectors of the healthcare industry?

Step 3: Review Case Studies

Analyze the case studies your agency candidates feature on their website. Do they show a clear challenge, solution, and outcome? Do they appear strategic as well as creative? Don't over-emphasize whether the case studies exactly match your specific market challenge. The objective is to assess the diversity of challenges the agency helps address, the creativity of their solutions, and the results of their efforts.

Step 4: Schedule a presentation

Once you have found several agency candidates, schedule a presentation with each. Provide them with as much guidance as possible, for example, "We would like to see samples of your work in launching cardiovascular drug therapies" or, even more specifically, "We would like to discuss your experience in promoting respiratory care technology to physicians and allied health professionals." Step 5. Request references

After narrowing down your list of candidates, contact all who made presentations to thank them for their time. From those candidates who remain contenders, request three references from both current and former clients. Contact each promptly and ask about the quality of the agency's work, the value they deliver, their level of service...as well as the strongest and weakest qualities of the agency's work and people.

Step 6: Propose a trial project

Now that you have vetted your agency candidates' credentials, give each a trial project. Spell out the parameters clearly and equally for all agencies. If feasible, offer a modest fee for the effort (this helps the agencies recoup at least some of the often significant expense involved in this type of work). Perhaps you would like to see preliminary concepts for a new advertising campaign. Or a proposal of ideas for advisory board activities. Or a schematic showing potential social media cross-promotions. Invite each candidate to present their work, in person or via WebEx or other means. Once again, closely observe not only the quality of the work but also the quality of the presentation.

Once you have selected your agency partner, be sure to thank all of the other candidates for their efforts. And, if appropriate, provide each with a brief summary of the strengths and weaknesses of the work presented. Then schedule a meeting with your new partner ASAP and get started!
