Experience of Privatization of Education in India

The experience over the last few decades has clearly shown that unlike school education, privatization has not led to any major improvements in the standards of higher and professional education. Yet, in the run up to the economic reforms in 1991, the IMF, World Bank and the countries that control them have been crying hoarse over the alleged pampering of higher education in India at the cost of school education. The fact of the matter was that school education was already privatized to the extent that government schools became an option only to those who cannot afford private schools mushrooming in every street corner, even in small towns and villages. On the other hand, in higher education and professional courses, relatively better quality teaching and infrastructure has been available only in government colleges and universities, while private institutions of higher education in India capitalised on fashionable courses with minimum infrastructure.

Nevertheless, successive governments over the last two decades have only pursued a path of privatization and deregulation of higher education, regardless of which political party ran the government. From the Punnaiah committee on reforms in higher education set up by the Narasimha Rao government to the Birla-Ambani committee set up by the Vajpayee government, the only difference is in their degree of alignment to the market forces and not in the fundamentals of their recommendations.

Biotechnology

With the result, the last decade has witnessed many sweeping changes in higher and professional education: For example, thousands of private colleges and institutes offering IT courses appeared all across the country by the late 1990s and disappeared in less than a decade, with devastating consequences for the students and teachers who depended on them for their careers. This situation is now repeating itself in management, biotechnology, bioinformatics and other emerging areas. No one asked any questions about opening or closing such institutions, or bothered about whether there were qualified teachers at all, much less worry about teacher-student ratio, floor area ratio, class rooms, labs, libraries etc. All these regulations that existed at one time (though not always enforced strictly as long as there were bribes to collect) have now been deregulated or softened under the self-financing scheme of higher and professional education adopted by the UGC in the 9th five-year plan and enthusiastically followed by the central and state governments.

Experience of Privatization of Education in India

This situation reached its extreme recently in the new state of Chattisgarh, where over 150 private universities and colleges came up within a couple of years, till the scam got exposed by a public interest litigation and the courts ordered the state government in 2004 to derecognise and close most of these universities or merge them with the remaining recognized ones. A whole generation of students and teachers are suffering irreparable damage to their careers due to these trends, for no fault of theirs. Even government-funded colleges and universities in most states started many "self-financing" courses in IT, biotechnology etc., without qualified teachers, labs or infrastructure and charging huge fees from the students and are liberally giving them marks and degrees to hide their inadequacies.

It is not that the other well established departments and courses in government funded colleges and universities are doing any better. Decades of government neglect, poor funding, frequent ban on faculty recruitment and promotions, reduction in library budgets, lack of investments in modernization leading to obsolescence of equipment and infrastructure, and the tendency to start new universities on political grounds without consolidating the existing ones today threatens the entire higher education system.

Another corollary of this trend is that an educational institution recognized in a particular state need not limit its operations to that state. How Haematology Analysers Are Used in Biotechnology Applications

In clinical haematology, haematopoieses is the normal part of the analytical procedure. The breaking down and separation of the components of whole human blood can be achieved using a variety of methods, and the newer haematology analysers used today are advancing in technology to make manual counting of blood components unnecessary.

A haematology analyser uses many methods for counting human blood components, red blood cells, white blood cells, thrombocytes or platelets, and other species of cells that are common in human blood. Red blood cells have morphologies that can indicate disease or other health issues, so having an instrument for detecting these subtle changes is paramount for the diagnostician. Certain anemias can be detected with today's haematology analysers.

Biotechnology

Anemias are dysfunction in the red blood cells production. This can be evident in the size, shape, and hemoglobin content of each red blood cell (RBC). RBC's are analysed for these parameters within a hematology analyser by sorting them through a tiny aperture, which allows only one cell at a time to flow. An electronic charge field surrounds the aperture, and as the cell flows through the opening, the charge is disrupted, causing microvolt changes, which can be calculated by computer software.

How Haematology Analysers Are Used in Biotechnology Applications

Different sized cells cause a unique charge in the aperture. Shapes can also be determined in this manner, such as poikilocytosis, or the major dissimilar shaping of RBC's. Anisocytosis, or different sized cells, are detected at the same time as the unique shaped cells. This has developed into a highly advanced and technically efficient process. Diagnoses of many blood diseases can be ascertained in a matter of minutes using the hematology analyser.

White blood cells, or WBC's, are the protectors of our bodies within the blood. They combat disease and infection, and without them, we would not survive. Many diseases can be diagnosed using a haematology analyser by examining the types of WBC's present in the whole blood samples of humans. A normal white blood cell count in a male human should be from three to 10 per thousand cells, and any deviation from this is cause for alarm. Haematology analysers can count, accurately, the WBC's present in a known volume of aspirated human blood.

Morphology of the WBC's is also an important parameter in which these analysers can provide. Normal differential peripheral blood smears were usually done manually in the past, but now can be accurately ascertained using the haematology instrument. The sizes of the nucleus of cells are detected using a particle-sizing instrument that can accurately determine the size and shape of the cells being tested.

Red blood cells are also examined in this way because certain shapes of the cells can indicate diseases or defects in the blood system. Having an accurate and efficient analyser is so vital that they are found in every clinical and medical laboratory around the world. Veterinarians also use these systems for animal blood testing, as animal also procure diseases and have disorders which can wreak havoc with their health. Without the indubitable analyser in the clinical laboratory setting, many samples would be slow to results, and accuracy may be compromised.

The university has already set the stage to counter the crises by setting up one of the best nano-biotechnology labs of the country and has undertaking some ground-breaking work on nematodes in the soil. According to PAU vice-chancellor Dr M S Kang said, Nematoda is the prime culprit that causes crop destruction and that leads to less crop yields. PAU has undertaken a research wherein the fungus is applied to lock in nematodes.

Continual efforts are being made to use nano-technology for better and prudent use of fertilizers and pesticides. Technology can be applied for fast detection of diseases and delivery of fungicides in a proper maneer. This will aid in increased crop production. Likewise in South India, Karnataka Veterinary, Animal and Fisheries Sciences University located at Bidar is making use of new technologies to increase the output of fish and other marine species used as food.
